Notice to all transporters, cross border bus operators/ airlines
Following the 2012 National Budget statement, important changes have been made to the Customs and Excise Act [Chapter 23:02] with regards to the manner of submission of cargo and passenger information to the Zimbabwe Revenue Authority (ZIMRA) at ports of entry.
All transporters /carriers of cargo and passengers entering Zimbabwe are required to submit advance passenger and cargo information on a prescribed manifest.
For the purposes of this legislation:-
All cargo carriers (Goods vehicle operators [foreign or local]) are required to submit advance electronic cargo manifests to ZIMRA not later than three hours before the arrival of the vehicle at the port of entry into Zimbabwe. Goods vehicles are vehicles constructed or adapted for the conveyance of goods and have a carrying capacity of more than 10 tonnes or, where the vehicle has a carrying capacity of less than 10 tonnes but is drawing a trailer, a combined capacity of more than five tonnes. Included in this category are light trucks (bakkies) that pull trailers. All local transporters will have to be registered with ZIMRA for them to submit the manifest through the ASYCUDA system. However, since the e-cargo manifest is yet to be rolled out, all transporters must submit their cargo manifest through an e-mail address specific to their port of entry.
All cross border omnibus operators(foreign or local) are required to submit in advance passenger and cargo manifests to ZIMRA not later than three hours before the arrival of the vehicle at the port of entry in Zimbabwe. An omnibus is a motor vehicle having a net mass of more than 2300 kilogrammes and a carrying capacity of 8 or more passengers. Kombis are also included in this category. A dedicated e-mail address for each port of entry will be used to submit the passenger and cargo manifest. The email addresses are listed below.
AIRLINES – all aircraft flying to Zimbabwe will be required to submit to ZIMRA advance passenger and cargo information before departure. All airlines will in the meantime submit the above information through a dedicated e-mail address depending on the airport of entry.
